What is a Messenger versus a Representative? A messenger votes on behalf of his/her home church at the Annual, Semi-Annual and any special-called Meetings of Members. Each church selects its own messengers and is allotted 2 at a minimum and no more than 7 (based on General Fund contributions given during the previous fiscal year). For more info, please read the Dover Baptist Association Constitution and Bylaws. A representative also votes on behalf of his/her home church but at the quarterly or special called Executive Committee Meetings. Churches select their own representatives. Executive Committee chairs, directors, and pastors are considered voting members. As a result, the motion is being proposed by the Nominations Committee at the Annual Meeting. The standing Nominations Committee proposes the following reorganized, recommissioned volunteer groupings to take affect beginning for the 2025-2026 term. CLICK TO DOWNLOAD FULL PROPOSAL NOTE : This initial proposal was done in accordance with Constitution Article 9 and Bylaw 8.03, "Organizational Changes" which both read, "The Executive Committee shall have authority to implement changes in the organizational structure of the Association as needed. Any change must have the approval of at least two-thirds of the members present" and Bylaw 4.03 which reads, "SPECIAL COMMITTEES. The Executive Committee may establish special committees as needed." Because the Messengers have more authority than the Executive Committee, an approval by the Messengers would supersede that of the Executive Committee. Given the Executive Committee could not conduct business due to lack of a quorum, this proposal is being brought forth to the Messengers. NOTE: Two changes have been made to the proposal since the Executive Committee meeting. 1) Audit Committee is no longer listed as a proposed committee; instead delegating a third-party audit is charged to the Trustees. 2) General Budget is not listed erroneously under Designated Funds column. 2 The Executive Committee Meeting took place on Tuesday, October 14th at 7 p.m. whereupon the Nominations Committee put forth the following motion but was unable to complete the vote due to a loss of quorum to conduct business. The standing Nominations Committee nominates the following persons to these volunteer roles for the 2025-2026 term. Each committee shall be permitted to use volunteers provided that only regular committee members within each committee shall be eligible to vote," and Bylaw 5.02 "APPOINTMENT AND TERM OF OFFICE" which reads, "Each Administrative Committee shall serve at the pleasure of the Association." NOTE : A change has been made since the Executive Committee: Juanita Deck is nominated to serve as Clerk. 3 The Executive Committee Meeting took place on Tuesday, October 14th at 7 p.m. whereupon the Finance Committee put forth the following motion resulting in the motion being carried. As a result, the motion is being proposed by the Finance Committee at the Annual Meeting with the recommendation from the Executive Committee secured. The Finance Committee proposes the following budget for 2026. Our History A unity in Christ almost as old as our country deserves to be fostered for future generations The Dover Baptist Association predates any Virginia Baptist organization and even the first Baptist national organization as formed in the early 1800s. We Baptists are a diverse group of Bible-believing, autonomy-loving Christians. With a long and strong track record of working alongside one another despite any differences, the DBA allows us to unify our impact for the Kingdom locally and globally. A Rich History Dover Baptist Association formed in 1783 when the General Association of Separate Baptists of Virginia divided at the James River. A decision of the General Association of the Separate Baptists of Virginia to divide into “Upper” and “Lower” districts on the north side of the James River resulted in the formation of Dover Baptist Association. The association first met in 1784 at the meetinghouse of Dover Baptist Church in Goochland County. The twenty-two charter member churches had constituents in at least twenty-one Virginia counties. By 1800, Dover soon took its place as a leading association, providing key leaders for the Baptist General Association of Virginia that organized in 1823. Even during those early years Dover included congregations representing the ethnic variety of the region, reaching as far as Maryland. We have a history of working with various believers in Kingdom causes. In the early 1830s, the Campbellite or “Reformation” movement found Dover Association dealing with problems of doctrinal compromise by advising the churches to exclude the disaffected members. After 1835, Dover exhibited a new unity and experienced rapid growth. In the ensuing years Dover has released churches from membership to form new associations, among them, Rappahannock, Hermon, Peninsula and Richmond. In 1955, the association created the office of Executive Secretary, today’s Executive Director of Missions. William E. Cullers served from 1955-1961. W. Paul Hepler served from 1962-1976. Richard T. Moore served from 1977-1995. Steven K. Allsbrook served from 1997-2017. Dr. Robert Dale and Rev. Rose Mary Stewart served as co-Intentional Interim Executive Director of Missions from October 2017-October 2019. The Reverend Dr. Maria Lynn served as the Interim Executive Director of Missions from August 2020-July 2021. The Rev. Arnold ‘Win’ Davis was called as the fifth Executive Director of Missions on June 8, 2021 and began serving on August 2, 2021. Dover Baptist Association continues to help its family of churches serve Christ as it serves the churches and their leaders, encouraging each other and doing missions together. William E. Dover Church Challenge Grant Fairmount Baptist Scholarship Paul Hepler Scholarship Partnership Missions Scholarships Pruett Fund for Church Leadership Scholarship Watson Missions Grant DWMU Hollins Scholarship Pruett Fund for Church Leadership Scholarship Guidelines for the Pruett Fund for Church Leadership Scholarship The Purpose: Dover’s Pruett Fund for Church Leadership Scholarship is intended to foster the development of spiritual leadership in Dover churches by equipping individuals who have demonstrated and been affirmed in a spiritual gift(s). The scholarship is given to enhance the development of the gift in the individual and to ensure that the gift is deployed for the benefit of the applying church through the individual’s service in a leadership role. Who may apply? Any Dover church may apply on behalf of any active member or staff member of that church who is age 16 or older and who has demonstrated and been affirmed in at least one of the spiritual gifts. Application Requirements: An application must include the following items: A letter of request from the church, or those empowered to act for the church, with minutes or other similar statement verifying the church’s request The individual’s spiritual gifts assessment using the Network Spiritual Gifts Assessment and showing the presence of the gift(s); Recommendations from two church leaders that affirm the individual has the gift(s) and has demonstrated the gift(s), and that the training sought will enhance the use of the gift(s) within the church (see “Types of Training Permitted”) Description of how the training for which the scholarship is requested will be used to (1) enhance the development of the gift in that individual and (2) benefit and be used in a leadership role within the applying church Types of Training Permitted: The scholarship award must be used for training that will enhance the use of the specified gift(s) by the named individual in the applying church. The church and its senior pastor must approve the training and affirm the above use Dover’s Pruett Fund for Church Leadership Team has final approval on the award and application does not guarantee approval of an award; the Fund Team may choose to award up to $1,000 per quarter and is accountable to Dover Baptist Association and its Executive Committee Training is not limited to that sponsored by the Dover Baptist Association or other Baptist entities Training offered through secular organizations may qualify if the applicant can demonstrate that it meets all other requirements Funding: The individual and/or the applying church must fund 30‐50% of the cost of the training. The standard scholarship will cover up to 50% of the training, with a maximum award of $1000. Churches seeking a variance in these guidelines must give a justification in the application. Follow Up: Within six months after completing the training the individual and the church will give the Pruett Fund team a report describing how the training has been utilized (or where they are in the process) and whether or not it was effective. This material will be used by the Fund Team to help evaluate future requests for the similar training. Application Process: Completed applications (see above) must arrive in the Dover office as follows: by December 15 for the first quarter of the calendar year, by March 15 for the second quarter, by June 15 for the third quarter, and by September 15 for the fourth quarter.

This position reports to the Childcare Coordinator. A Childcare Worker provides a safe, structured, Christ-honoring environment for children attending childcare during Mount Vernon Baptist Church (MVBC) programming and special events. A Childcare Worker works in a team of two or more Childcare Workers to uphold all policies and procedures as outlined in MVBC Childcare Worker Policies. The position’s tasks include but are not limited to: Welcome families and maintain accurate attendance records and contact information. Engage children in a variety of developmentally appropriate Bible lessons and activities during childcare, to include but not limited to: read aloud, art projects, games, hands-on activities, short videos. During snack or meal times, serve the provided food to the children, ensuring a safe eating environment. Attend to children’s personal needs. Female childcare workers only will change diapers and assist with toileting needs, according to the Childcare Worker Policies. Create a positive classroom environment with behavior expectations clearly communicated to parents and children. Support children’s positive behavior according to the Discipline Policy as outlined in the Childcare Worker Policies. Qualifications: One year or more experience working with children in a childcare or church setting A committed Christian with beliefs and practices compatible with those of MVBC Ability to communicate clearly and effectively with Children’s Ministry staff, volunteers, and families within the Childcare Ministry A passion for ministering to the families of Mount Vernon Baptist Church by providing excellent childcare during programming and special events. Preferred: First Aid and CPR certified. Annual training will be offered and required for all Childcare Workers currently employed by MVBC.
