What are Messengers and Church Representatives?
What is a Messenger versus a Representative?
A messenger votes on behalf of his/her home church at the Annual, Semi-Annual and any special-called Meetings of Members. Each church selects its own messengers and is allotted 2 at a minimum and no more than 7 (based on General Fund contributions given during the previous fiscal year). For more info, please read the Dover Baptist Association Constitution and Bylaws.
A representative also votes on behalf of his/her home church but at the quarterly or special called Executive Committee Meetings. Churches select their own representatives. Executive Committee chairs, directors, and pastors are considered voting members.

The Executive Committee Meeting took place on Tuesday, October 14th at 7 p.m. whereupon the Nominations Committee put forth the following motion but was unable to complete the vote due to a loss of quorum to conduct business. As a result, the motion is being proposed by the Nominations Committee at the Annual Meeting.​

The standing Nominations Committee proposes the following reorganized, recommissioned volunteer groupings to take affect beginning for the 2025-2026 term. CLICK TO DOWNLOAD FULL PROPOSAL

​NOTE: This initial proposal was done in accordance with Constitution Article 9 and Bylaw 8.03, "Organizational Changes" which both read, "The Executive Committee shall have authority to implement changes in the organizational structure of the Association as needed. Any change must have the approval of at least two-thirds ​​of the members present" and Bylaw 4.03 which reads, "SPECIAL COMMITTEES. The Executive Committee may establish special committees as needed." Because the Messengers have more authority than the Executive Committee, an approval by the Messengers would supersede that of the Executive Committee. Given the Executive Committee could not conduct business due to lack of a quorum, this proposal is being brought forth to the Messengers.

NOTE: Two changes have been made to the proposal since the Executive Committee meeting. 1) Audit Committee is no longer listed as a proposed committee; instead delegating a third-party audit is charged to the Trustees. 2) General Budget is not listed erroneously under Designated Funds column.

NOTE: The Nominations Slate is proposed in accordance with Constitution Article 7.03, "General Provisions," which reads, "Each Standing Committee shall consist of up to five members to be elected on an annual basis. Each committee shall be permitted to use volunteers provided that only regular committee members within each committee shall be eligible to vote," and Bylaw 5.02 "APPOINTMENT AND TERM OF OFFICE" which reads, "Each Administrative Committee shall serve at the pleasure of the Association."

NOTE: A change has been made since the Executive Committee: Juanita Deck is nominated to serve as Clerk.

The Executive Committee Meeting took place on Tuesday, October 14th at 7 p.m. whereupon the Finance Committee put forth the following motion resulting in the motion being carried. As a result, the motion is being proposed by the Finance Committee at the Annual Meeting with the recommendation from the Executive Committee secured.​​

The Executive Committee Meeting took place on Tuesday, October 14th at 7 p.m. whereupon the Treasurer requested feedback from the Executive Committee for her prospective proposal regarding annual investment income, which she had also solicited feedback from all churches and their members beginning in the spring through a hard-copy survey at the Semi-Annual Meeting and an online survey posted to the Dover website and emailed to subscribers.​​ ​The Treasurer now aims to propose a motion incorporating recent feedback into Investment Income distribution.
